Lubbock Area United Way advocates for smart public policy at the local, state, and federal levels. As part of the broader United Way network, we play a vital role in advancing opportunity and strengthening democracy, as well as in mobilizing the caring power of communities for the common good. With deep roots in our community — and an understanding of what households need most to thrive — Lubbock Area United Way has a strong voice with policymakers who are shaping our laws, policies, and governmental systems.
 
We advocate for opportunities for systemic change through policies enhancing youth opportunity, financial stability, healthy communities, and community resiliency.

Federal Priorities

Support for the HELP Act of 2025

Accessible to 99% of the U.S. population, 211 is the FCC-designated 3-digit dialing code that connects individuals to a free, confidential service for information and referrals to a wide range of social service programs and resources from state and local governments, the federal government, local nonprofits, and faith-based organizations. The Human Services Emergency Logistics Program (HELP) Act, would strengthen the 211 network.

Invest in Child Care and Early Learning Programs

The Child Care and Development Block Grant (CCDBG) provides federal funding to states for child care subsidies for low-income families with children under the age of 13. Most of this funding goes to families with children under the age of five, so parents can work or attend school. Head Start and Early Head Start are federal programs that provide comprehensive early childhood education, health, nutrition, and parent engagement services to children from low-income families.

State Priorities

During the 89th Regular Session of the Texas Legislature, we worked along with United Ways of Texas to advocate for working families and Texas nonprofits. Thanks to our collective effort, the Legislature approved an additional $100 million annually for child care services, moving approximately 10,000 Texas children off the child care subsidy waitlist.
